The USB ports on my windows PC do not work any longer but I still need to sync my music to and from iTunes on my computer until I get a new one. Does anyone know if this is possible or not? I have not set up the wifi connection because you need to plug it in to do so.

Are you referring to music that you have purchased? Music does not sync to iTunes, it only syncs from iTunes to the iOS device. Are you saying that none of the USB ports on the computer work? Is this a desktop or laptop?
well I figured its been a while since ive plugged my phone into my computer for syncing whats on my computer to my phone and vise versa. Its a laptop and the usb ports no longer work
Okay, while it may have been a while, you do not sync music from the iPhone to the computer. Sync is one way only, iTunes to the phone. Without USB ports, your only choice would be to purchase your iTunes music on the phone, so you can use it that way. You would be able to access the music then from iTunes on the laptop in the Purchased section.
iTunes Match or Apple Music would provide a way that allows media added to your computer's library to be accessed over wi-fi, or even mobile data if you have the bandwidth. The data comes directly from Apple's servers once your library has been matched.
On the other hand you might want to focus first on getting your data backed up before the computer fails completely. 😮
You should also backup the device to iCloud if it doesn't already do so.
As given syncing is generally from library to device, though media purchases may flow in the other direction. Should your computer fail and you find you want to start using your device with a new computer see Recover your iTunes library from your iPod or iOS device.
